Delaware DMV Handbook 2025

In Delaware, all drivers, regardless of age, must obtain a learner’s permit before applying for a driver’s license. One crucial requirement to obtain a learner’s permit is to pass two tests: a vision test and an official knowledge (permit) test on safe driving. You must take these tests at a DMV office, not online. To obtain a learner’s permit, you must also complete an approved driver’s education course if you’re under 18. You don’t need a learner’s permit to practice driving while you’re being supervised by a certified driving instructor.

As a convenience to aid your knowledge test preparation, we have made available the official Delaware DMV driver’s 2025 handbook (Delaware DMV Handbook (DE Driver's Manual) 2025). This manual is currently available in English and Spanish versions. Each version is in PDF format and can be easily downloaded from this webpage.

The DMV knowledge test is based on information contained in the official manual. Therefore, studying this manual should be the first thing you do to prepare for the knowledge test. In recent years, however, about 26.1% – more than one-fourth – of those who took the knowledge test failed it on their first attempt.
