Driver's Manual

In Florida, the requirements for a driver’s license include passing three tests: a vision test, a knowledge test on the theory of safe driving, and a driving skills (road) test. If you are under 18 or don’t have driving experience, you must first obtain a learner’s license (learner’s permit) to practice driving under supervision. The vision and knowledge tests are also required to obtain a learner’s license. Regardless of your age, you must also complete the Traffic Law and Substance Abuse Education (TLSAE) course to obtain a permit or license. However, a behind-the-wheel driver’s education course is not required.

All questions on the official knowledge (permit) test are based on information in the official Florida DMV driver’s 2025 handbook (Florida DMV Handbook (FL Driver's Manual) 2025). This manual is available in PDF format in English, Spanish, and Creole versions. For your convenience, we have made it available for easy download from this webpage.

You should study this handbook as the first step in your preparation to pass the knowledge test. However, just reading this handbook may not be enough to help you pass. (In 2020 – 2023, about 27.6% – more than one-fourth – of applicants failed the DMV knowledge test on their first attempt.) To be sure you pass, you should follow our entire test preparation program, including our graduated series of practice tests accompanied by our AI assistant. It can give you hints and explanations to help you learn. You can also ask it to clarify complex terms or confusing points you may find in the handbook.

We have also created an audiobook of the English version of the official driver’s handbook. (We don’t have versions of this audiobook in other languages at this time.) It’s formatted as a series of MP3 files, one for each chapter of the official manual. You can download each chapter file from the right side of this webpage and listen to it on any device that supports an internet browser or audio app capable of playing MP3s. You can listen to a chapter while you’re performing your usual activities. Or you can listen to a chapter while you follow along by reading the text of that chapter in the PDF version of the manual. This study technique will help you concentrate on the material even in a noisy or otherwise distracting environment.
