In Hawaii, regardless of your age, you must pass three official tests before you may apply for a driver’s license: a vision test, a written knowledge test on driving theory, and a road test. Before applying for a license, you must first obtain an instruction permit if you’re under 18 or your county (e.g., Kauai) requires it. You must be at least age 15½ to get a permit. It will allow you to practice driving under supervision. You must pass the vision and knowledge tests for an instruction permit. (If you hold a permit, you just have to pass the road test for a license.) If you’re under 18, you must also get consent from your parent, guardian, or other responsible adult.
The official Hawaii DMV written test has 30 multiple-choice questions based on the official driver’s manual (Hawaii DMV Handbook (HI Driver's Manual) 2025). The passing score is 80%. The test covers traffic signs and signals, Hawaii traffic laws, the rules of the road, and safe driving practices.

This practice test is multiple choice, up to date as of March 2025, and based on the official Hawaii driver’s manual. It has 40 questions on driving emergencies, passing, pavement markings, right-of-way rules, road signs, roundabouts, sharing the road, traffic signals, and other topics.
